Support I: Resources, Competence, Awareness and Communication
Clause 7 asks whether the system is actually resourced to do what clauses 4–6 promised. Its two interview-tested requirements — competence and awareness — are where audits are most reliably lost. The module builds the four-link 7.2 competence chain, extends awareness to the 2026 culture expectations, and decides communication rather than letting it drift.
